The sheriff approached immigration as his problem and duty to deal with, and he dealt with it based on his own rules and laws. The sheriff and his officers would not shy away from arresting and detaining anyone who did not look like them, and this was solely based on how they looked.

The sheriff would, therefore, be very irked when the phoenix new times under the leadership of its former owners Jim Larkin and Michael Lacey. The paper continuously reported on the illegal acts that the sheriff engaged in and this did not sit well with the sheriff.

The sheriff had little or no regard for this inmates as it would be reflected in the case of a woman who slipped into a coma after allegedly being denied her medication despite clearly indicating that she had diabetes. This would also be followed by the death of another inmate this time a veteran who was allegedly beaten to death in what the sheriff described as a jail riot.
